You could look at the various freelancers sites using google, some of the Indian programmers are really good, quick and cheap but there are plenty of UK people as well.
Your biggest problem if it is a good idea is protection of your product and there is no easy or cheap way of doing that.

you will find there are lots of websites that offer free app makers. If they pass the criteria is another question.
If your after a developer then you will need deep pockets.
