Not all HID kits bleed light. It depends on the bulb, lense, and probably most importantly, the installer... Any bulb fitted incorrectly will dazzle other drivers. Theres a big difference between badly aimed lights, and lights that are bright - you can never have too much light in the dark, and adjusted to the correct angle, they wont effect oncoming cars  unusually, i, to an extent, agree with matt... was coming back home on the motorway the otherway, passed a few new bmw's, audis, range rovers etc... even if they arent directly pointing at u, they either look bright blue or far too bright for ur eyes to not become dictracted... and i wasn't even driving...
