Who would be able to decat a jag and fit a dual flamer???Would the decat do much harm to the engine???

Cybox should be able to De-Cat for you mate, but you may loose performance ?
You need to do some homework on your car and back pressure mate.
You can have a flamer fitted without de-catting but you need to add a source of fuel before the tailpipe. Butane kits are available for this.
