could be the embankments on the Birket....they're always set on fire. Especially by Reeds Lane, right down to wards Bidston station.

Could be Bidston Hill - hasn't rained in a while - plenty of dry material up there. Just needs one piece of broken glass magnifying sun's rays, or a little scrote with a lighter
