What evidence is there that it was abandoned? It was found in a park area, it could quite easily just be a lost dog that has escaped from home.

sounds like neglect . you can see the dog is scared ,maybe mistraeted in the past . and she's not the only German Shepherd. http://www.bbc.co.uk/news/uk-england-tees-11969100  a whole litter of 11 Staffies where left outside an rspca home so they will all be put to sleep  the amount of dogs abandoned this past year has already broken records of previous years, every single dogs home up and down the country are full to bursting. but then the arse-pca knew there would be a knock on effect after their announcement earlier this year about not taking in un-wanted or abandoned dogs anymore.
