I think that's an old pattern electricity distribution cabinet. Looks like a pre-MANWEB jobbie.

Usually they have a 3 phase supply incoming, then it's split up via busbars within the cabinet to single phase for distribution around the local streets.

Needs a lick of paint if it's still in service !

If it is eleccy then it shouldn't be in use because there are no HV warning signs.

Here are views of the other sides, the black pipe out the bottom back is just a bit of scrap pipe not connected.

Mmmmm.. Might include this on next week's lurk around the Wirral. I would agree with you dd about being out of use. As you say, if it was in service, it would be festooned with "Danger of Death or Worse" notices !!

Access doors on 3 sides by the look of it.
