If privacy is not important why not simply meet in a quiet pub?
This is what a number of 'Philosophy in pubs' discussion groups do. across Merseyside and the country. Anyone is welcome to join in and privacy is not therefore relevant.
Landlords welcome a group of customers particularly at quiet times, and often its possible to find a quiet part of pub.
Sometimes noise from another party can prove a nuisance but if you choose your pub and time this isn't a big problem in practice.
We meet in the Rose and Crown on the first and third Wednesday of the month at 1 PM. Other groups have evening meetings but it would wise to talk to the management to find what evening are quiet I imagine.
We have a website at
www.philosophyin pubs.co.uk and all the venues in use can be found there. Hopefully the same establishments will be happy to accommodate your group too.
Good luck.
