Maybe its not an absolute guarantee though that its not valuable because it doesnt have a mark ,surely there must have been collectible quality items made by known craftsmen ,before marks were used? "Unmarked porcelain may actually predate the use of marks; therefore, research will be necessary to accurately date it. Be aware that much late 19th and 20th century porcelain is also unmarked, or had paper labels that have fallen off. You will have to use the item's shape, design, decoration and body (paste) to help determine origin and age.

Hand painting is usually a mark of a more expensive piece of pot, transfer printing is the norm. Looks a bit like late 19th century styling in clay. I think the word 'delft' is usually used in a generic way unless it is actually Delft - blue and white pattern overglazed earthenware. http://www.thefreedictionary.com/Delft

If it is over 80 years old it will be worth getting it checked. Kingsley Auctions in Market Street,Hoylake (632 5821) may be a good starting place.
