Then you may as well put passports oneline too.
With the DVLA Track record the one they put up will probably not match the one in your pocket.

Notice the word 'could'...used quite frequently.
It might be a good idea, but can't imagine it will lead to cheaper anything.

I highly doubt it'll be a publically accessible database. (Data protection laws being what they are.) Also, the idea is in line with them scrapping the need to display a tax disc, possibly as soon as this October: http://www.bbc.co.uk/news/uk-politics-25223631
