Insurance is not compulsory in most of US but the alternative is probably beyond most people and makes insurance seem like a bargain.California requires drivers to have liability insurance, with a minimum of $15,000 coverage for the injury or death of one person, $30,000 for more than one person, and $5,000 for property damage. In lieu of that, a California driver who doesn't want to buy car insurance can make a $35,000 cash deposit with the California Department of Motor Vehicles, post a surety bond for $35,000 or get a self-insurance certificate from the DMV.
Typically, you can obtain a surety bond by paying a fee based on a percentage of the bond amount, and the issuer will extend credit, guaranteeing the full amount. You won't have to pay the full bond amount unless you're in a wreck and need to cover the liability costs. Fees for surety bonds vary greatly, depending on your credit history and state laws, among other things. But in general, they range from 1% to 4% of the surety bond amount if you have good credit. If you paid 4% for a $35,000 surety bond, it would be $1,400.

OK that's about 3 US states where it's not totally compulsory (but if not car insurance then some alternative costing $$ required). That was my point really... you can't just drive around totally uninsured in the USA, was my point...!

The UK had something like that - it was called the "Road Traffic Act Policy" and was even more basic than "Third Party Only".

This policy would pay out for injuries or death to someone you hit. You'd have to pay for any damage you caused.

It goes on to say that the only people who do not need this insurance are those wealthy enough to make a special deposit of £15,000 with the High Court!
