first off you could try unplugging it, taking the battery out and running out the power by pressing the power button for 10 seconds then plug in all back in and try again

Hmm that page didn't have a solution to your problem. Try pressing F8 repeatedly while it's booting to get up a menu and select safe mode if this doesn't work try a system restore, I copied these easy instructions from a page;

"How to Access System Restore from boot-up (F8)

If you have a problem with your computer not starting or not starting properly then using either "Start the PC using Last Known Good Configuration" or even a "System Restore" may be the solution.

As soon as the system starts to boot-up keep 'intermittently' pressing F8 (possibly followed by "F5")
The first option to try is the, "Start the PC using Last Known Good Configuration"

If that doesn't work, then from the same Boot Menu, see if you can start it in "Safe Mode with Command Prompt".
Normally you access System Restore from within windows, but if you can't get into windows, then this should hopefully help to solve that problem.

At the prompt, type:-

(For Windows XP)
%SystemRoot%\System32\Restore\rstrui.exe

(For Windows Vista)
%SystemRoot%\System32\rstrui.exe

then press "Enter".
This will open the normal System Restore window from which you may be able to restore your computer to an earlier working version."

This won't delete any of your personal files, it undo's any updates or programme changes that may be causing the problem, usually it's a driver problem most commonly video or graphics

sorry ignore that one I've just read through again but it won't let me edit the post here's the edited

Hmm that page didn't have a solution to your problem and you've already mentioned it won't boot in safe mode or with command prompt, usually it's a driver problem most commonly video or graphics but it could be the card itself failing in which case you need a new one, sadly that's a cost money solution with no way of making sure it's that first just a try it and hope.

are you getting any 'beeps' on bootup that you don't on a normal start-up...?

If so - a hardware fault probably - you then need to find out what the beep codes mean - e.g. 3 beeps may be faulty memory - 5 maybe a loose card etc....
