I presume the Town Hall was fairly new then? The stonework looks quite clean compared to the standard gunge/grey/black of every other building.

Might have opened but not as a town hall. It was a military hospital in the first war.
There are actually two town halls in that photo. The first one being in Church street.

If memory serves and didn't we touch on this the other week, King George V pressed a button to lay the foundation stone around about 1914 when visiting.
