Cadbury Schweppes is to face a second set of charges over a salmonella outbreak which resulted in one million chocolate bars being recalled.
A leaking pipe at the site's Marlbrook plant, near Leominster, Herefordshire, was blamed for the outbreak.
Birmingham City Council has started a prosecution and now Herefordshire Council is bringing fresh charges.
The bars were the likely cause of an outbreak affecting 30 people, the Health Protection Agency said.
Birmingham City Council announced in April it would prosecute the company over the same incident.
The council is responsible for enforcing health and safety laws at Cadbury's plant in Bournville, where the chocolate-making process is completed. BBC News Report

An update to this story: Cadbury has pleaded guilty to three offences under food and hygiene regulations in connection with a salmonella scare last summer.
Birmingham City Council alleged the firm put "unsafe" chocolate on the market for a period in 2006, which led to one million bars being recalled.
Thirty people were affected, the Health Protection Agency said.
Cadbury will be sentenced for the offences at Birmingham Crown Court on 13 July.
Anthony Scrivener QC, entered the pleas on behalf of the firm during a 10-minute hearing at Birmingham Magistrates' Court. BBC News Report
