On Google street view of CH435RE 34 Balls Road, Welcome is there but no phone number.It is between Oasis Off Licence 653 9234 and Makesafe 653 8404. The sign for Welcome does look as though it has been put over a previous on.

Try phoning the Welcome takeaway in Heswall (342 7167), they may be the same owners.
