I'd keep your eyes on the weather forecast on that area, on top of the hill the temperatures are probably 3 degrees lower than surrounding areas and possibly more importantly the wind is often double the surrounding areas.
Current prediction around there is 0 degrees 5-10mph = windchill -3 degrees
translating that to the top of the hill -3 degrees 10-20mph = windchill -10 degrees
That would start getting extremely uncomfortable after only half an hour in normal winter clothing.
