The square building housed steam driven ventilation fans for the Mersey Railway. The chimney behind was for the boiler house.

I thought it looked like one of the tunnel ventilation shafts but it didn't add up where it was

The Mersey Railway ran under Hamilton St. between Central and Hamilton Square.
