Did they get the council's permission to take down the fence? They should have regardless of one of their relatives living there. They could be done for criminal damage of council property. OK, I'll stop now - my frustrated, evil side is rearing its head. I know how infuriating crap neighbours can be. I used to dream of doing stupid things like leaving a dead fish on their doorstep, or eggs, so they'd slip and break their necks on them. I also used to think about going through to their attic, drill a tiny hole in the ceiling and dripping poison onto them while they slept (Grosse Pointe Blank?). My most entertaining thought was sticking a nozzle through the letterbox and injecting expanding foam into the house until I could see it pressing up against the windows  Blimey! Snooze, when I come back to Birkenhead I will be bricking it now, just in case I end up within your bazzy zone. Have you thought of writing a horror script?
