To my mind it is the old Bank Building at the Toll Bar - was it Martins?

It is now occupied by Becky's Unique Sewing Boutique at least on the ground floor.

Anyone know what teh upper floors are used for? Flats? Offices|?

Don't know if it was ever Martins Bank, in 1911 it was Parrs Bank and 1938, Westminster Bank. It appears Westminster took over Parrs Bank. Yes, a fine building.

Planning docs are impossible to search through but 2 Bebington Road, 80 New Chester Road and 78 New Chester Road (red brick building) are all joined from the days of Shillings Bar, the second storey did have a flat whose entrance I presume is 2 Bebington Road and still appears to be in use.

https://online.wirral.gov.uk/planning/index.html using postcode CH62 5AD

I don't recall seeing lights on at night there which is a good indication of occupancy. Although I notice the building as I drive past I don't actively look for lights but I think I would notice them.

I'd always assumed that 2 Bebington road was part of tenh Bank. It was obviously built at the same time and in the same style.

1938/39, 80 New Chester Rd was Westminster Bank and 2 Bedford Road was occupied by Henry Lightfoot and family, Branch Bank Manager.

Interesting, like a Vicarage except for a bank not a church. I'll be keeping my eye out for other bank buildings like this.

Presumably the bank manager was also issued with a gun? (I think Dad's Army made reference to this?).

Photos of the building here, opposite the North and South Wales Bank, later becoming the Midland Bank, 1 Bebington Rd, New Ferry.
