I have some small bits of mild steel. Should this go in the recycling bin or the landfill one? Or will they refuse to take it at all? There's not enough of it to make the bin heavy in either case.

As long as its thin steel I put it in the grey bin, the magnets will pick it up when its recycled and shouldn't cause the crushers any problems. Generally if you ask the Council they tell you to take it to a recycling centre. Technically if its not on the Grey Bin list and its not in the "Not Allowed" list of the green bin, then it can go in the green bin. https://www.wirral.gov.uk/bins-and-recycling/grey-recycling-binI find it frustrating that heavier things that can be recycled go in the green bin and straight to landfill, whereas lightweight materials get recycled. Apart from the moral aspects, there is the financial issues of landfill tax and recycling targets to be met which are done by weight.
