But from what I have seen the new Tier 2 is roughly the same as the old Tier 3, so nothing has changed?

Hospitality will have to close in tier 3 except for delivery or takeaway. Indoor entertainment will have to stay closed. Also, no fans allowed to watch sport in tier 3.
The main one I was glad to see was being allowed to meet up with 6 outside your household, and I thought tier 3 only allowed you to meet up with only 1 but they are exactly the same.
