Sorry but it's still a major screw up. Stop making excuses.
Anything that means people (even in ambulances) can't get in or out of the main hospital for the entire region is not just an inconvenience, it could cost someone their life. A bit of noise in the night for the people who live nearby vs. a life... er, now let me see... DOH!
