Hello,

I believe that the two blokes (Policemen?) pictured are on the prom directly in front of Vale Park in New Brighton.

That's right. The row of houses and the gateposts to Vale Park are still there.
The policemen have moved on.

The dips are reclaimed land. The sea went right up to the red and yellow noses cliffes. When the new prom was built it altered the wave currents causing sand to be stripped from the beaches further down This change has been successfully reversed by the building of concrete islands and groynes.
