Would it not have been better to do it as necessary rather than cause major disruption by doing it all at once?

The council hasn't got much money for road repairs so they have to wait for grants from wherever, in this case is was the Liverpool City Region who no doubt in turn got a grant from the Government. Government loves this arrangement, they totally control the Councils but the Councils still get the blame for everything. I see your lights (and cables?) on the New ferry Bypass are all being replaced. There's a real danger that the left will drag Britain back to the 1970s, with secure well-paid jobs, ample housing, properly-funded NHS and social care, free tuition, student grants, final salary pensions, affordable rail fares and fabulous films and music.
