Some of the article is misleading, all benefits are paid in arrears, if you swap from one benefit to another there is no gap as the last payment of the previous benefit is paid after you transfer. Regardless, the distribution of wealth is appalling in many nations, especially the UK who basically follow the USA model whenever possible.
