I'm not sure if you mean the climb to the windmill or inside the windmill but the answer to both is no!! Parked about 100 metres from the windmill (even I can manage that far ) and inside there are 2 floors with steps like a ladder but fixed in between
The cock Pit is on the boundary /hoylake road side of the hill.if you stand in front of the windmill looking towards the bridge over vyner road and look to the left you can see a small mound and on the rock as Hoseman has mentioned you can see post holes and water run off gulleys.

I was going to go but the weather was no better than last time so I didn't see the point. Apparently IF (and it is a big if) the bats have not returned by the first Saturday in October then they should be open. If not then today was the last for the year
OPEN AGAIN TOMORROW 1st May. The windmill is open from 10am till 12pm ,height restrictions apply over 1.06 metres and no children under 11 on their own.
