Not sure if this has been covered before so sorry if it has, anyway I recall some years ago a conversation I had with a shopkeeper in Liscard that the car park on St Albans road was owned by the same people who owned the shops, Wirral council only facilitate the car parking, if this is the case, cant the owners decide on the cost of parkng.

The Cherry Tree Centre car park is owned by the Cherry Tree Centre management so they set their own fees which is why it isn't free after 15:00 like the council car parks. Shooting themselves in the foot in my opinion. Then again, the 'free after 15:00' parking is ending soon anyway so the town centres are going to die just that bit quicker from now on.

Wife was fined for parking there some years ago. She had a
ticket but it had blown to the floor of the car and thus
was not "displayed". Tried to sort it out but no one was
interested. I spoke to a guy in Cherry Tree who said the
parking was contracted out and there was nothing they could
do. I told him that we would not use the centre again and
we haven't.

You cant blame them for not being interested. Many people when the get a fine, they ask someone for a ticket and claim it had fell. Probably the reason they have a sticky back.

Not using the centre again because you didn't display your ticket is very petty, and certainly won't have affected the car park regulators in anyway. Just the shop owners and yourself...

It's also legally unenforceable in the Cherry Tree so don't pay it.

Not quite true, but if you ignore it, it wont amount to anything......
