You can if you are either driving it directly to the MOT station for a
pre-booked MOT test appointment, or directly to a garage for
pre-booked MOT work. Though you may wish to verify with your insurance you are covered to do this. You cannot drive it to a "drive-in" MOT centre or garage.
You can't drive it any other circumstances, and you cannot tax it until you have a valid MOT.
