BBC shows such as Doctor Who and EastEnders are to be made available on-demand after the BBC's iPlayer service was given the green light.
The service - which will launch later this year - allows viewers to watch programmes online for seven days after their first TV broadcast.
Episodes can also be downloaded and stored for up to 30 days.
The BBC Trust gave the iPlayer the go-ahead after consultations with members of the public. So it looks like finally they are getting ready to launch the service they have been touting for almost 4 years now. And personally I think its an excellent idea, and will make watching TV a lot more based around convenience rather then forcing people without Sky+ and TiVo to watch things when they are forced to. It may also be the start of media centres finally starting to play a more prominent role in the living room.  BBC News Report

Do they say if its a subscription service or
is it free as we pay TV Licences?

How could it be a subscription service?? The BBC arnt allowed to charge for any service under the terms of the license they have which is issued by the Secretary Of State...
The only things they charge for are via the 3rd party company, BBC Worldwide, which is not allowed any influence or funding from the BBC core services.
Even ITV won't be charging for online content.
But, before you start thinking you will be able to use it abrod, you wont, as it will only work within the UK (Geographical IP resolution).
