Scooby will tell you more,
but there is a sticky Butterfly flap that operates the choke, and it gets stuck...
Only a possibility... Is it a automatic choke or is it a manual one?

Sounds like a fuel leak, when you are drivinng the fumes evaporate due to allot of mooving air under your bonnet and they are simply blown away, however, when you stop the leaking fuel stops getting blown away and you can smell it more..
Be Very Carefull, If fuel is leaking it can catch fire very easily if it spills onto your exhaust or other hot components. Best get it checked mate

Could it depend on whether the tank is located inside the car or bolted underneath?
