I have found a site that will unlock my 9700 but is asking for a MEP code anyone know where on the phone this is?

is this site asking for ,oney, i once went on one of these unlocking sites, before i paid it said yes we can unlock your phone.
I paid, and then get an email sorry we carnt do it, I sent email telling them i would get on to trading standards if they did not refund me.
8 days later i got my money back.

Not at first once I entered all the info it wanted a $7.99 payment and the unlock code would be sent in 1-24 days.
