The Council can make an Order whereby Rock Park has to make the necessary repairs or bill them if they have to carry it out. I would still keep up a fuss with the Council and get them to 'lean' on Rock Park.

They must be wanting to get shut of it. It's like markets that you don't want but the people still want it so you set fire to it, bingo, job done.
