witnesses seen the lady and she told them she was taking her to the pound but she hasnt.

What was it doing out on its own anyway? (Unless it had escaped)

yeh! she escaped and while the owner was out looking for her this woman was seen getting on the 413 to Seacombe with Cleo tucked under her arm and told someone she would take her to the dog pound the next day (wed)but she hasn't done so or even reported to police/pound that she has her. she got off the bus on King st according to the driver.
