Almost Mark, though The Swan, despite being near the motorway, is also slap bang in the middle of a residential area, the services isnt.
I suspect the pub has been built totally to attract motorway traffic, but not for people who want a pint going to / from work.
When I first read the story, my reaction was the same as Ste's - pointless, but after a bit of reading, the services also have an Ibis hotel. I suspect the pub is there to get the business off people staying there - evening meals / drinks etc. Ive stayed in quite a few hotels on motorway junctions (like
this one on the M74 (Holiday Inn with Toby Carvery) ) as they are easy for access in / out of citys for work, and quite a few of these Holiday Inns / Travel Lodges / Premier Inns etc have a pub attached, like a Toby Carvery or similar for breakfasts / evening meals etc.
TBH Im not sure why the media has made such a song and dance about it, the one example Ive linked, Ive been using it for about 10 years....
