If she's travelling in as an adult and a UK national from an EU country then the path should be easier. My partner was born in the East End and grew up in Holland, and upon adulthood came here full time. She says that there was no problem in signing on for benefits etc.
If you could have a word on her behalf down at the Conway Centre and inform them she would be as such homeless upon arrival in UK (Im sure she could couch surf in the short term), the homeless officers there (I used to be one) are a mine of information and help.

I didn't think you could be estranged at 18, I was estranged at 16, once you are 18 you are an adult anyway.

Job centre does not need proof or letter of estrangement, they just need the statement unless they have specific reasons to suspect otherwise, she will be entitled to benefits. Once the job centre is sorted they will provide a letter stating her status for college.

Most job centre staff don't know the procedure so if you have trouble then tell them to go to a senior member of staff that knows.

I'm not so sure how the period of living outside the uk affects benefits though but as its EEC I suspect it makes no difference.
