i saw them do it too but because there is no independent witnesses then the matter cannot be taken any further.

I diddnt actually see him get a key out and scratch it. All I saw was him walk by very close to it and then it appeared
Also I sat in the police station for nearly an hour last night waiting to see someone about it and when finally someone wasn't busy i was told that there was more important matters and that she was too busy to deal with this at the moment please come back later !!!

footage there really is not much you can do as it is your word against his. You could just be someone with a personal grudge against them, he could be your ex's new partner and you're not over the end of the relationship etc. Do you know the name of the individual? The issue would be that yes you could ask the Police to investigate but the amount it would cost to test any keys he possesses forensically would be astronomical and chances are they won't do anything except give you a crime number.
As for them being too busy, I can sort of see their point to be honest. I'm not saying that it's not a crime, but in the great scheme of things at the moment, it's not what I'd call a priority. I'm not condoning what has been done to your car, but the likely outcome is that he'd have to pay for the repairs, probably at £1 a week, assuming you get it at all.
My advice would be to just get the insurance to repair it. No, it's not fair that you should pay, but I can't see you have much of an option. Can it be T-Cutted?
