RESIDENTS in Wirral who put the wrong rubbish in their bins or drop cigarette butts on the streets will face fines from next month.

Wirral Council is preparing two campaigns as part of a bid to clean up the borough and build on its success in improving the borough’s recycling.

Since 2007, the authority has employed three officers dedicated to helping people use their green and grey bins correctly. According to the council’s own figures, they deal with 250 incidents a month, ranging from dealing with contaminated grey and brown (garden waste) bins, abandoned bins, those asking for an extra bin, and collection day queries, to residents not using the grey bins, and those who have medical waste.

A report to the council’s Environment Scrutiny Committee said these officers will provide most of the evidence to the enforcement team, who will use it potentially to issue £100 fixed penalty notices.

Cabinet member for the environment, Cllr Gill Gardiner, said the alternate weekly bin collections had been “extremely successful” and had seen Wirral’s recycling rate soar.

She added: “If you are reasonable with people and explain if there is a problem, we can sort it out – and so far that approach has worked incredibly well.

“There always has to be a last resort, but we hope that it will not be necessary – and so many months down the line it has not been necessary.”

The bin campaign will also coincide with a similar effort to educate those who drop “smoking-related litter” on the streets – again with the threat of offenders also risking being given fixed penalty notices. Cllr Gardiner said: “It’s the same message – if the council can do this through education and co-operation, then it’s a far better approach.”

A Wirral Council spokeswoman said Wirral has “an excellent recycling participation rate”.

“An enforcement policy has been put in place that will be applied to residents that persistently create a nuisance in their local area by leaving bin bags out at the side of bins, contaminating other residents’ bins, and persistently not using bins correctly.”

After the first offence, a warning sticker will be placed on bins as a reminder to residents who have failed to comply.

This would subsequently be followed up with a visit to the householder from a member of the recycling awareness team if the offence continued and a fixed penalty notice “would only be issued as a last resort”.

How can they say they are improving recycling when we're told they won't be able to recycle our waste soon??

Can we sack them all and employ Homer SImpson instead? He'll set Springfield...um I mean Wirral, straight!!

I suppose it is everyones responsibility to recycle with the UK being one of the worst performers in europe. In germany you have to seperate all your rubbish into glass, metal, paper and are charged on non-recyclable waste.

I do think they should also approach manufacturers and put pressure on them not to over package there stuff in non-recyclable plastics etc.

Due to the slump in price of waste paper, cardboard, aluminium cans etc., it was admitted that over half the councils in England & Wales send their segregated stuff ALL TO LANDFILL !!

So, thanks very much (you suckers) for sorting your stuff into the correct bins - now we just bung it all together again in a hole in the ground. Oh yes, we'll fine you if you put it in the wrong bin before we bung it all in the same big hole !!!

About time Wirral B.C were told to go away in short, sharp, jerky movements !!

lol, i didn't know that. I thought the whole point of recycling was to stop sending stuff to landfill and protect the environment rather than for money.

I wonder what kind of retards they have making these decisions.

The thing that does it for me is this.

My Bins go out when i leave for work.
My Bins come in when i come in from work.

What happens in between then and the bin men is anyones
business as the bin men wont come on to your property
to collect the rubbish.

Could these measures be coming about because our council
money went up in smoke in Icelands Banks ??

There great at wasinting money.

So basically im paying 3 council members from my tax to look in my rubbish bin then charge me £100 well all i can say to you Wirral barstard Council is goto hell.. I PAY nearlly a grand a YEAR for you to empty MY bins it is your responsibility to sort the rubbish empty my bins cause i pay for this if your not happy with the way us wirral people empty our bins then go jump in the mersey cause there is no way in a million years i will ever pay £100 id go to jail for it then i know for a fact youve wasted more of my money and payed me to goto jail cause i aint Payed a stupid penilty notice goto hell im sick of tired of you di**s trying to spoon me of money.. I already pay you so get stuffed!!!

Say what you like lads, I'd love to see how they manage that up where we live.

The drive is about 100 yards long and they never empty the recyclable bins. The grass ones went unemptied for about 6 months.

Time for the revolution if you ask me! lamethrower
