I think it illegal to own a sword stick now since 1988, so the value would be nothing.

The Criminal Justice Act 1988 (Offensive Weapons) Order 1988, ISBN 0-11-088019-6 also made it illegal to trade in sword canes in England and Wales.

However, antique sword sticks which are 100 years old or older are exempt.

Phone Bonhams auctions in Chester 01244 313936.
Explain what you have and they will advise you as to whether yours is legal and possibly give you an idea of value. Ask for the valuations department.
