Can any one recommend an inexpensive, UK based DIY website builder from which I can construct a small website?

use weebly.

Have a look at Wordpress. That's really easy to use and looks pretty good.

I've used Joomla, open source and plenty of add on packages that are free and some that you pay for.

Thanks for your advice, so far, guys. Do domain addresses need to be applied for separately with these suggestions?

Your better off buying the domain separately. They say its fee with some providers but that's so you cant leave them.
