You ain't gonna be able to improve a phone picture much, if at all.

Give RawTherapee a try, it's normally used for editing RAW's from SLR/DSLR cameras but it usually opens jpg and other files.

Other options are a trial/pirated version of Adobe Lightroom, but it's annoying to use so I much prefer RT.

I use Photoshop for some technical/complex photo editing, but most of the time I use Photoscape it has a vast array of features for a free software product. A do quick tweaks with it brightness, contrast, frames, watermarks.

Try Irfanview. Free. Download, install, open your picture and press shift-S to sharpen, then shift-U to automatically adjust colours.
