Hope this is in the right place, came across this earlier on a walk to the local corner shop and was on the phone so loitered around outside the shop for a few mins while on the phone and came across this, anyone have a clue what it is???

Looks very much like a drunks trip hazard

Looks much older than the landscaping--possibly something to do with the sign post if that's illuminated

Folks your all mistaken I think it is the wall on the bin that is circled

Meter readers inspection cover?
Meter would have been installed inside on the other side of the wall with the readings visible from the outside.

Could well be an identification of a Joining point in High Voltage cables, perhaps a connection into the school. Always a good point to check for in case of cable failure so needing an easy marking point.

Just been up there again, took more pictures including the other side of the wall, which appears normal. Will upload when home
