Was it once set up as a recreation of a Victorian street, similar to the one at the Ellesmere Port Boat Museum?

Wirral Council have created the historic street and yet members of the public aren't allowed in?

The tiny street is decayed Elizabeth. Been that way for years. I don't even think Shore Road Pumping Station opens anymore. It only ever opened at weekends and it may do now for special visits, not sure. I was told that it is now on Peel Holdings land, but not heard that from anywhere else.
Fantastic piece of machinery, and such a shame if it no longer opens.

Unfortunately there is no date on this:

A quick Google says that its a 1901 re-creation of a Birkenhead street.

Maybe it was to be a commemorative structure of sorts, as Victoria died in January 1901.A centenary thing?
It really was/is hardly any larger than what is visible in the pictures.
