She's been like this for as long as ive known her ! She is a lovely little dog ( also called Tilly ) there is reasons why it hasnt been removed and she lives quite a normal life and is very much loved family pet. I have contacted owner and she is rushing home to see if its her ( i am 100% sure it is )

I'll ask girls in work am not sure of the story 100% but she lives, eats a normal life and is a happy dog
