"We have apologised to the family for being overzealous and are happy to have cancelled the fine," said the council.

This is the problem with council wardens and hobby bobbies, they are not given any power, so the power they are given is over exerted and the result,,,,,kids fined for drawing on the street, and people fined for dropping crisps. the contry is shit
