West Kirby only has one "rescue pump" appliance, and there are at least 3 in that picture...

It's still West Kirby, Grange Rd

Guessing the other appliances are from "Birkenhead" (the town currently without a station).

With the spill happening before 14:16, the turn out that j_demo saw at ~17:15 in Birkenhead was more than likely unrelated. However, neither j_demo or I said it wasn't West Kirby in the picture (though it's easy to read it that way).

The other appliances are more likely to be from Upton and Heswall, +/- the hazmat unit from Bromborough (I can't work out whether the vehicle parked behind the ambulance next to the Concourse is a Royal Mail van or not). But it'll depend on what was available and whatever plan MF+RS have in place.
