The tunnels were used to move goods to and from the docks but were closed in the 1970s when rail transportation of freight declined.

It is hoped the reopened tunnels, which run directly under Liverpool, could be used to cut traffic congestion.

Its an excellent idea, Liverpool need to do absolutely everything they can to cut conjestion and it sound like this could be a ready made (albeit it will need work doing to it) solution to at least some of the problems.

Not sure why they show a picture of the mersey tunnels in the artical, I think these tunnels run only on the Liverpool side of the Mersey, and will assist traffic running through the city center, not traffic coming over from the wirral.
