I'd have thought Parkgate smuggler tunnels? "Wirral" is such a broad term, considering Wirrals' subterraen is rumoured to be like a block of cheese?
I think a google may be in order, to try and find more specific info on the talk topic.

No. Neston is sort of on the edge but it's land reg and council are Cheshire West & Chester.
