I need to get a noise complaint going or find out details about the company/organisation that have moved in next door (which they did without notifying the local residents first) so I can find who to send a complaint to, only problem is it's a sensitive one so I can't find anything out on google from the address and can't just knock round as the landlord has tried multiple times to no avail as there is no one enforcing them plus I'd rather not as the people worry me and I'm only small. To say the least the noise and making our house shake constantly all hours of the day and night is getting very irritating.

What's my best cause of action?

Phone crimestoppers if you suspect criminal activity. Report to council for any legislation offence.

What sort of noise is it? Could it be heavy duty fans (cannabis farm)? If so phone the police.

Waste no time in starting to keep records of times and types of noise and disturbance whilst you're deciding the best course of action and who to contact. Get noise on tape too if you can. See if neighbours are also bothered , and suggest they also keep records for future use. If its just noise and vibration, present your records and complaint to environmental health , and if you have reasonable grounds to suspect illegal activity, tip off the police, anonymously if you are nervous. It's hormonal tantrums from what I can gather, doors slamming repeatedly so hard it wakes you up on the opposite side of the house, before that drilling and hammering for a month none stop, the fighting and shouting in the street has become less frequent at least. Next door to me the other way said there was a petition in the sheltered housing over the road to get them moved as we all should have been notified and asked if it was ok before they where moved in and obviously it isn't but neither of us saw it, they have been asked over and over for months now it's just the same if not worse, and to take record would consume most of my day it's that frequent.

MAYBE VIDEO THE OUT SIDE FRACAS, FOR EVIDENCE ..enough to drive you mad when your living area is stressful , hope you get a result ....

I would get the anti social behaviour team involved.I can get there number and pm it to you if needed.
Tell them its urgent.
Even let them in the house and they can get evidence by just listening to what is really going on.

We had two years of this,they told us to keep a log, if excepted they would install CCTV and listening devises,easier said than done. as you have your own lives to lead, She got evicted for none payment of rent.

Had similar situation few years back in Claughton and this was 3 doors away. Turned out to be an old school friend who had moved in with a dodgy partner and alcohol. He had her hanging out the window once by her ankles. They married and year later he died (drink) aged about 40. Very sad but still wrong to have to inflict it on everyone else. Hope it gets sorted for you

We had a quiet few days but now they are back slamming all doors in the house, hammering and generally being noisy *sigh*
