This seems to be plaguing my Windows 10, taking over 60% of the CPU usage a lot of the time, I've never come across it on my computers before but seemingly it nuisanced other versions of Windows.
Loads of guesswork and rumours about it on the internet, Microsoft seem to be pretty vague about it.
I have a dual core processor, as it is using over 50% it means its using both cores which slows other things down considerably at times.
Anyone know any definitive info about it? Especially how to tame it and what the impact of taming it would be.

Not heard of it yet. Try booting in safe mode and see if it still shows itself. Probably MS raping your system for data.
Sometimes background services can be grouped? Not running 10 yet so im guessing.

You could try a cntrl+alt+del to get to Task Manager, and then examine what was eating away the resources. It still works with Win8 and 10.
Highlight, sort etc and click end task if necessary. See what falls over and Google the name of the suspect one.

Done all that, it is "Runtime Broker", it kicks in again at the most inappropriate time.
Seems it was around in Windows 7 but mainly raises its head in Windows 8 and Windows 10.
It seems to be pointless/functionless. While I can easily disable it permanently, I would like to know what it is supposed to be doing before I hit the detonator.
I have a sneaky feeling its Microsoft's retribution for switching virtually everything off that communicates with them. Funnily enough, runtime broker itself doesn't seems to talk to the internet - but I've come across other windows services that definitely do without exposing themselves in any bandwidth monitoring.

You're mad running Windows 10. Even with all the privacy settings turned off you're still at the mercy of Microsoft who can download and install "updates" any time they like. You can't even find out what these updates actually do any more - Windows Update just says something generic like "this update increases the stability and security of Windows" and no more detail is available. You can also bet your boots those updates will "accidentally" revert some or all of your privacy settings. Go back to Windows 7, but be warned that some recent updates to that install Windows 10 style spyware. CLICKY: Microsoft_backports_data_slurp_to_windows_78_via_patches/

Windows 7 is already outside of mainstream support, you will end up on Windows 10 so might as well do it while its free.
Some of the fixes/updates to Windows 10 have been rushed out and imho are causing more problems than they resolve. Microsoft should identify why the bugs weren't picked up during beta testing and improve their testing regime.
Linux could have been an easy contender for Windows but despite some amazing concepts they also are purposely holding back its advancement in other aspects.

As I said above, I can permanently disable it easily, but I want to know what I am disabling, something that hits the CPU and HDD this hard has got to be doing something. There are background things that continually improve Windows performance, if it one of those I'd prefer to keep it.

Right, I've got to the bottom of runtime broker and specifically why it was hammering my hard drive and CPU.
Runtime Broker is actually the Time Broker service which manages background tasks that use WinRT (Windows Run Time) - that's the waffle out the way.
Mostly Micrsoft Apps use this service though there is a risk that other programs might use it so it may stop some programs working properly if you switch it off.
Going to settings-privacy-backround apps will show you which apps are authorised to run in the background and so might trigger Runtime Broker. I have switched them all off except Alarm&Clock and Settings.
I did have "Photo" switched on and as I have over 30,000 pictures on my computer it was regularly indexing these in the background (every day at 2pm or after if it was off or interrupted, from my observations).
I have also stopped all the live tiles on the start menu apart from weather (just right click each one and stop it).
Fingers crossed, although runtime broker may still run, it won't be hammering my computer when it does now.
