Don't know of any tunnels under the Liver Buildings, could it be the Williamson Tunnels?

The Mersey Tunnel Tours Don't Do Sundays.
Tours take place on Tuesday, Wednesday
and Thursday evenings at 5pm, and Saturday
Mornings at 10am.
So maybe not The Mersey Tunnels, plus they don't go under the Liver Buildings.

Well, 3 good places to visit but all need to be pre-booked.

During the Mersey tunnel tour which takes you underground, they show you part of a old dock wall. In the wall are some openings which when you look through , you can see through to the liver building foundations. As all that was reclaimed land to build the 3 graces on, and there is a boat still down there that was holed up by mistake.
