My partner has gone on her own cleaning as the company she worked for didn't have enough hours so she has got clients herself now and insurance but how does she go about setting the business up legally

Depends how she wants to configure the business, she could start as a sole trader in which case she would need to register as self employed and pay the appropriate national insurance rate, or she could set up a a limited company which would need to be registered at companies house.
I would guess that initially it would be less aggravation to start as a sole trader, (it is easier to convert from sole trader to Ltd company at a later date than the other way round)
Either way, it would be a good idea to consult an accountant just to make sure all the options are properly explianed.
I am a bit surprised that she has managed to arrange insurance without declaring the status of the company to the insurer.

Insurance is in quote stage as sole trader just waiting for the rest to be sorted before buying the insurance

Accountants (I know because I am one)cost money and if it is just a few cleaning jobs go on to hmrc web site and register as self employed all the instructions are there. You can get free start up advice from Wirral Biz. If there is any proposal to employ staff form a ltd company it is easy on line and costs about £40. An accountant will charge min of £100. Normally I would advise anybody starting in business to see an accountant but I suspect that your funds are limited and if things don't work out you have lost your money. Having said that many accountants give a free initial consultation but they would expect to be paid to fill in the forms that you can do yourself.
